**Rationale**: The CI/CD templates mentioned in the task were already committed and are tracked in git. These templates were created by CLOSED child beads of `bf-5o8cg`:

These are expected to be created by other child beads in the `bf-5o8cg` dependency tree (bf-5ivwu, bf-3qilx, bf-2lpvh).
