Close Phase 3 Task Registry + Persistence bead (miroir-r3j)

Phase 3 was already complete with all 14 tables implemented:
- SQLite backend (2,536 lines) with rusqlite
- Redis backend (3,884 lines) with TaskStore trait
- Migrations system with schema version tracking
- Helm schema validation (replicas > 1 requires redis)
- Redis memory accounting documentation

All 12 Phase 3 tests pass, helm lint validates the schema constraints.
