Mark group as `draining` — queries stop routing immediately via query_group_active() 2. Nodes can be decommissioned; no data migration needed (other groups hold docs) 3. Second call with force=true completes removal Cross-group fallback for reads was already implemented in scatter.rs Fallback policy. RF-restore on node recovery was already implemented in handle_node_recovery().
