Verified all DoD criteria:
- cargo build --all: PASS
- cargo test --all: PASS (103 tests)
- cargo clippy: PASS
- cargo fmt: PASS
- Config round-trip YAML: PASS (via tests)

Note: musl target build requires cross-compiler not available in NixOS environment (infrastructure limitation).
