Add Phase 4.1 verification summary (miroir-mkk.1)
Documented verification that the rebalancer background worker meets all acceptance criteria: - Advisory lock via leader_lease table preventing duplicate migrations - Progress persistence enabling pod crash recovery - Prometheus metrics tracking for observability All 15 rebalancer-related tests and 108 proxy tests pass.
